Data Release 28

This is Data Release 28, released on November 20th, 2025. To use the (automatically-updating) dynamic version, you can use ^28. To use the fixed (unchanging) version, you can use 28. See more information about our data versioning scheme at the reference page.

Simplified data versions
We have simplified how we talk about and accept data versions based on user feedback. The 28.28 version format still works and is equivalent to the new fixed version format 28.

New Data

  • Sustamize: emission factors for metals, plastics, polymers, sinters, and composites from the dataset “Sustamize Materials Database V3.2.0” for top producing regions.
  • CO₂ Emissiefactoren – Netherlands:
    • Emission factors for transport, fuels, electricity, materials, and refrigerant gases for the Netherlands, for years 2024 and 2025, and historic years 2018-2023.
    • Added transmission and distribution (T&D) losses data for year 2024. The rest of the 2024 data is already available in our database.
  • CO₂ Emissiefactoren – Belgium: Emission factors for transport, fuels, electricity, and refrigerant gases for Belgium, for years 2020–2023 and 2025.
  • Smart Freight Centre India: fuel emission factors for India available for year 2025 and electricity data available for 2016-2023.
  • GLEC v3.2: rail and road freight emission factors for India for 2025.
  • DEFRA/BEIS: Biogenic CO2e fuel data are now available for year 2025.

Data Changed

  • CO₂ Emissiefactoren – Netherlands 2024:
    • Harmonized the formatting of several names for consistency and corrected minor naming errors.
    • Fixed a few incorrect activity IDs.
    • Corrected electricity generation and well-to-tank electricity emission factor values based on Climatiq’s calculations after communication with the source.
    • Corrected emission factor values under the category Heat and Steam.
    • Renamed LCA activity from upstream to plant_amortization to better describe upstream emissions from the construction and demolition of the power plant.
    • Renamed LCA activity from upstream-electricity_generation to well_to_tank-electricity_generation to clarify that emissions do not include the plant amortization component.
    • Renamed LCA activity from upstream-electricity_generation to well_to_tank-electricity_generation-transmission_and_distribution to clarify that emissions do include T&D losses.
  • EXIOBASE:
    • v3.8.2: Updated the dataset name to explicitly include the version number v3.8.2.
    • v3.10: Corrected the release year to 2025.
  • EPA 2025: Adjusted several transport activity IDs in the 2025 GHG Emission Factors Hub dataset to be consistent with previous versions.
  • Netherlands Enterprise Agency (NEA): For biogenic CO₂e, removed the partial data quality flag that was incorrectly introduced, as it is not needed for biogenic CO₂e.
  • Bafa: For biofuels under the LCA activity fuel_upstream-fuel_combustion, clarified that the emission factor values are CO₂e, not just CO₂. Removed the partial data quality flag, as it is not needed. Added a description note to clarify that this emission factor does not include biogenic CO₂ emissions.
  • GLEC v3.1: corrected the LCA activity of a few road freight emission factors from unknown to well_to_wheel.
  • Methane and nitrous oxide value correction: We have revised the values for the constituent gases methane and nitrous oxide where the source provided this as a CO2 equivalent, following guidance on GWPs from the GHG Protocol. See the detailed changelog for a list of emission factors affected.
  • Other gases: We have added values for “other gases” for several datasets where this is explicitly given by the source. Where the source does not provide a value, we have calculated it as the difference between the CO2e total and the sum of the constituent gases (carbon dioxide, methane, and nitrous oxide).

New EF IDs for Revised CO2e Calculations

This release deprecates some emission factors in favor of identical emission factors with new IDs. This has been done to version an API change, and the underlying emission factor data has not changed. The affected emission factors with new IDs use a revised GWP for methane when calculating CO2 equivalents under AR6 when the source does not provide an AR6 value, following guidance from the GHG Protocol. Data Removed

  • CO₂ Emissiefactoren – Netherlands 2024: Deleted electricity-supply_grid-source_supplier_mix as it was a duplicate emission factor.
